The FBI’s annual report on crime in the United States, released Oct. 5., was the first one produced under a new and far more detailed data format—the National Incident-Based Reporting System (NIBRS). NIBRS replaces the “summary system” the FBI has used since the 1930s, which included major felony offenses and arrests recorded by local law enforcement agencies.

The US Supreme Court Tuesday denied a black death row inmate’s appeal over claims his trial was tarnished by several jurors who stated their opposition of interracial relationships. Justices Sotomayor, Kagan and Jackson dissented. Andre Lee Thomas was sentenced to death in 2005 for the murders of his wife, their son and her daughter from another relationship.

The Criminal Bar Association of England and Wales (CBA) Monday announced that it voted to accept a settlement proposal made by the government, ending its current strike action. The ballot asked, “Do you accept the offer from the MOJ [Ministry of Justice] as set out in the accompanying proposal document and therefore vote to suspend the action?” 57.12 percent of voters, totalling 1488 votes, said they accepted the proposal. 42.88 percent, or 1117 voters, would have rejected the proposal.

New Zealand Tuesday proposed plans to price agricultural emissions in an effort to reduce greenhouse gas emissions across the country. According to the plan, over half of New Zealand’s total emissions stem from the agricultural sector. The plan would establish a legal responsibility for qualified farmers and growers to pay an annual emissions fee. Under the plan, agricultural business owners would be responsible for reporting and paying for emissions depending on the type of emission.

The Parisian Court of Appeals Monday commenced the trial of Kunti Kamara on charges of crimes against humanity, torture and acts of barbarity. Kamara allegedly committed these acts as a member of the United Liberation Movement of Liberia for Democracy (ULIMO) in 1993 and 1994 during the First Liberian Civil War. He denies all allegations. On Monday, Presiding Judge Fusina introduced Kamara and the alleged crimes.
