We have seen this pattern in Venezuela, Mozambique, Ukraine, Zambia, Liberia, Puerto Rico, and in other sovereign and sub-sovereign borrowers. Until drafting practices converge on a consistent and coherent model, the choice-of-law question is likely to remain fodder for litigation.
