In its Nationally Determined Contribution , Japan has committed to reducing GHG emissions by 46% in 2030 from 2013 levels and achieving net zero emissions by 2050. Civil law cases. Civil lawsuits were filed in Sendai in 2017 and Kobe in 2018 by citizens against corporations that planned to build new coal-fired power plants.
