States with special rules are: Colorado, Connecticut, Florida, Kansas, Maine, Massachusetts, New York, Oklahoma, and Texas. Other states have restrictions—but not a prohibition—on surcharging. Allowing surcharges isn’t a “green means go” approval, though. As an example, look at New York. Start accepting payments online!
