US adds six Russian technology firms to entity list over cyberattack claims

The US Department of Commerce’s Bureau of Industry and Security (BIS) added six Russian businesses to the Entity List on Friday.

Firms on the Entity List are prohibited doing business with US persons. US persons that seek to do business with firms on the Entity List must apply for and receive a permit from BIS.

The newly-designated firms are: Aktsionernoe Obschchestvo Pasit, Federal State Autonomous Institution Military Innovative Technopolis Era, Federal State Autonomous Scientific Establishment Scientific Research Institute Specialized Security Computing Devices and Automation (SVA), Aktsionernoe Obshchaestvo AST, Aktsionernoe Obshchestvo Pozitiv Teknolodzhiz, and Obshchestvo S Ogranichennoi Otvetstvennostyu Neobit. These businesses join other designated entities such as Huawei, as well as numerous businesses active in Xinjiang and Myanmar.

The order designating the aforementioned companies as listed entities was made under the requirements set out in Executive Order 14024, Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation, issued on April 15, 2021.

EO 14024 authorizes sanctions against Russian entities and individuals, including government officials, for interference in US elections. It also provides for sanctions against persons who engage in cyberattacks, blackmailing with respect to European energy supplies, corruption, and murder. This executive order, signed by President Biden, followed prior remarks from his campaign where he criticized former President Trump’s weak response to Russian attacks.

US persons that seek to sell to a business on the Entity List must apply for a license with BIS.
